The pension guarantee clause in the Illinois Constitution, along with lavish promises made by Boss Michael Madigan (D-Chicago) and yes, a couple of Republican governors, has created an unsustainable financial suicide pact. The Land of Lincoln has become the Land of Mary Todd Lincoln Spending.
