Based upon the vote fraud scandal in Cahokia and others nearby, it can be argued that civilization has not returned there.
The St. Louis Post-Dispatch reports that two Cahokia men, Kevin Wiggins and William Brown, pleaded guilty to multiple counts of vote fraud, mostly involving abuse of absentee ballots in a 2009 municipal election. They've agreed to testify in the upcoming trials of two Cahokia trustees--they face similar charges. St. Clair County, which is across the Mississippi from St. Louis, can rightly be called the vote fraud capital of Illinois. Yes, it's worse than Chicago and Cook County.
