It's been 391 days since Quinn said he "was put on earth" to fix Illinois pensions

Two days ago a watchdog group, the Civic Federation, called on Illinois lawmakers, which of course includes Governor Pat Quinn, to address the state's worst-funded-in-the nation public employee pension system.

However, it has been 391 days since the Chicago Democrat launched this vainglorious comment about the state's' pension debt, which grows by $17 million a day:
But I’m here to solve it. I know that I was put on earth to get this done.
