Carson on fixing Baltimore: First, we have to acknowledge there's a problem

HUD Secretary Ben Carson, a Detroit native who for years worked in Baltimore, certainly knows inner cities.

And he says by calling people racist who bring up the serious problems Baltimore faces--some self-created--is not helping.
