Comey drafted statement clearing Clinton before FBI investigation was over

Two senators, Chuck Grassley (R-IA) and Lindsey Graham (R-SC) are charging that fired FBI director James Comey not only drafted a statement before the agency's investigation of misuse of classified information by Hillary Clinton was complete, Comey did so even before she was interviewed.
