State law requires a super majority--80 percent--to override a Cook County Board president's veto. Democrats, who control state government, need to change that law, which was put in place to placate Cook County farmers.
There aren't many farms left in Cook.
As for that board president, he is Todd Stroger, someone then-Senator Obama called "a good progressive Democrat" who will "lead us into a new era of Cook County government."
