Just who are these "migrants" taking jobs in central Illinois?

Like the rest of Illinois, the Livingston County town of Pontiac is going through tough times. The nearby women's prison closed last year. But there are some jobs--but locals get bypassed.

From the Chicago Sun-Times:
Pontiac's K-Mart shuttered its doors last year. Leaving more people in the community without work.

Jaccob Holzhauer, 19, lives in the same complex as Koral and can't find a job in Pontiac. He had tried to get a corn detassling job this summer but those jobs go to migrant workers for half the cost, Koral said.

"All the migrant workers are starting to leave now," Koral said. "Their work is done."
Who are these migrants who work so cheap? Are they in the country illegally?

The Sun-Times doesn't say.

Illinois' unemployment rate has been higher than the national average for years.
