On an unseasonably cold morning, Rahm Emanuel will be sworn in as mayor of Chicago. The weather is fitting. Emanuel faces a nearly a $600 million deficit, declining tax revenues, and costly union contracts. To his credit, Rahm appears to be avoiding one-time fixes favored by his predecessor, Richard M. Daley, such as selling the Chicago Skyway and privatizing the city's parking meters. The second one was a financial fiasco.
I wish Emanuel good luck. He'll need it.
