To use of phrase of Charles Krauthammer, President Obama, like Jimmy Carter did, is pursuing a policy of determined weakness. That international outlook led to the Iran mess, which is still a major headache for our nation three decades later.
Things are worse now--the nutjobs in Iran are on the cusp of developing a nuclear bomb.
Still, although Obama makes an exception for "outliers like Iran and North Korea," Carter, I mean Obama, is reiterating this message: We want to be weaker. He says he won't use nuclear weapons against nations who attack us with chemical or biological nations.
As for Iran, Obama was asked if Iran would be more dangerous if it acquired nukes. He dodged the question: "I'm not going to parse that right now."
Obama is apparently incabable of ascertaining that we are not dealing with rational people who only understand force.
Meanwhile, Russia and China, ruled by saner people than the rogue state leaders, continue to bolster their nuclear arsenal.
