Panetta odd pick for CIA chief

After winning the presidency in November, Barack Obama's staff declared that they were looking for someone with intelligence experience to run the Central Intelligence Agency.

So they choose someone, Leon Panetta, Bill Clinton's onetime chief of staff, who has almost no intelligence experience.

Change that does not make sense.
