Watch as leftist California governor Jerry Brown rips rural voters for disliking an onerous gasoline tax that hurts them the most.

"Rural voters" is a dog whistle word for white.

Rural voters = Californians who work in coastal metropolitan areas but can't afford to live there, so they drive 3 hours each way just to earn a living.
