Michael Dukakis in 1988: ''A fish rots from the head first"

At a press conference in 1988, Massachusetts governor Michael Dukakis, the Democratic nominee for president that year, had this to say about the Reagan-Bush administration, "A fish rots from the head first."

If Dukakis thought it was true then, then he must think so now.
