Despite a massive income tax release two years ago, Illinois is broke. The Democrats control the governor's mansion and both chambers of the General Assembly--they cannot figure out a way to address the state's $100 billion pension shortfall.
What to do?
Close prisons. Two have been shuttered, along with some halfway houses. More closures are coming.
But now there are more prisoners than cells--so about 100 of them are being held in makeshift quarters in gymnasiums, which a spokeswoman innocently describes as "temporary dorm settings." More gym-mates are on their way.
The union is upset--and I'm on their side here, even if these gym-mates are only minimum security prisoners.
