Old man Daley was an only child, but the current mayor's mother was not, so many, maybe all, of "Sis" Daley's relatives worked for the city of Chicago.
So Daley knows government, particulary Chicago government.
Startling.

Mayor Richard M. Daley said Wednesday he unloaded four of Chicago's most valuable assets for a $6 billion mountain of cash, in part, because city employees are clock-watchers who don't think about the customers.
"They're not customer-related. They're going to leave at 5 o'clock. They're gonna leave at 4:30 or 4. I'm sorry. We're on a time clock. They walk out. But, in the private sector, when you have a customer, you're going to stay there making sure they're happy and satisfied," Daley said.
"We can't compete with the private sector. The private sector has a complete idea of who your customers are. Government doesn't have customers. They only have citizens."
Something to consider as Barack Obama tries to expand the public sector.

This lends weight to my argument about the so-called "stimulus" package. That argument is this: the stimulus package can't possibly succeed compared to the alternative of letting the taxpayer keep and spend those same dollars. The taxpayer, otherwise known as the "private sector", can make more things happen with a pile of money compared with the government's use of that same pile.
Put a different way, the federal government degrades the purchasing power of a dollar, thereby degrading the job-creating potential of that dollar.
The stimulus plan will not create jobs. In the net, it will destroy them.
