Message from Lightfoot's budget for Chicago: Move out if you live in the city and avoid visiting if you don't

The budget, unusual for Chicago, passed with a small majority in the City Council.
Among the tax increases are a $94 million property tax increase that comes with automatic annual price of living increases to pay for unfunded pension liabilities. That problem has its roots in the failed 22-year mayorality of Richard M. Daley, who left office in 2011. Daley's successor, Rahm Emanuel, just six years ago signed into law a masssive $750 million property tax hike to pay for--of course--public worker pensions. Emanuel now favors a state constitutional amdendment to remove its pension guarantee clause.
Chicago's gasoline prices are noticeably higher than where I live in suburban Cook County, just as gas is cheaper in the collar counties and Indiana and Wisconsin. Have you ever noticed how few gas stations are near Chicago's borders? I have. Well, Lightfoot's budget includes a three-cent gasoline tax increase. Keep in mind that drivers in Chicago are confronted with omnipresent red-light cameras andpothole- ridden streets.
And that's not all!
Chicagoans also have to endure speeding-cameras. And the threshold for receiving a ticket from one of them has been lowered to driving just six miles-per-hour over the speed limit.
There is still more to hate!
Shoppers in Chicago have to suffer with a higher sales tax rate than elsewhere in Illinois. And if you find the courage to buy something, such as groceries, you'll have to pay seven cents per plastic bag.
Oh, murders are way up compared to recent years. Even more so are car jackings.
Why come to Chicago? Why live there?

Winning: Dow closes over 30,000 for first time
U.S. stock futures rose slightly on Tuesday night following a banner day for three of the for major market benchmarks.Dow Jones Industrial Average futures traded higher by 21 points, or 0.1%. S&P 500 futures also climbed 0.1% and Nasdaq 100 futures advanced 0.2%. The Dow broke above 30,000 for the first time on Tuesday, rallying more than 400 points.Tuesday’s rally put the Dow on pace for its biggest monthly gain since 1987, up more than 13%.“The Dow passing 30,000 represents achievement of an arbitrarily-set milestone, but it also captures the sentiment of the moment for investors,” said Scott Knapp, chief market strategist at CUNA Mutual Group.

5 dead and at least 47 others wounded over weekend in Chicago
The shootings in Chicago from this past weekend, which totaled five dead and at least 47 wounded, more than doubled the shootings from the prior weekend. Of the fatalities, there were two in South Chicago, one in Englewood, one in West Pullman--all on the South Side--and one in Austin on the West Side.
Chicago is under a partial stay at home order.

A longtime confidante of House Speaker Mike Madigan (D-Chicago) was charged along with two other former Commonwealth Edison lobbyists and the CEO of ComEd’s parent company in a nine-count indictment Wednesday, alleging the four conspired on a wide-ranging bribery scheme all designed to influence the powerful House Speaker.
Mike McClain, who spent decades lobbying for electric utility ComEd after serving in the legislature alongside Madigan in the 1970s, was named in all nine counts, as was former Exelon CEO Anne Pramaggiore, who stepped down from the company last fall amid a series of federal raids and subpoenas naming her and other ComEd officials as subjects of interests to the feds. Former ComEd lobbyists John Hooker and Jay Doherty were charged with six of the nine counts.
Ex-ComEd CEO Vice President Fidel Marquez is also listed in the indictment as helping to coordinate the bribery efforts. Marquez pleaded guilty to a corruption charge connected to the scheme in September.
The fifty-page indictment spans nine years of alleged wrongdoing by ComEd’s four representatives, shedding new light on actions first alleged in a deferred prosecution agreement against ComEd itself filed in July. Under the agreement, ComEd’s prosecution will be delayed for three years as the company cooperates in the investigation, and must pay a $200 million fine.This Illinois Policy Institute documentary about Boss Madigan should me required viewing for Illinois high school students.

Decline and fall: Shoplifters brought baseball bats to Macy's in Chicago
A shoplifting team that has repeatedly targeted the Macy’s store at Water Tower Place raised the stakes by bringing baseball bats to ward off security officers during a raid on the retailer’s menswear department last week, prosecutors said.
One adult and one juvenile are now charged with robbery. Loss prevention officers caught 19-year-old Darien Green shoplifting three times in the previous month, according to prosecutors.
But Macy’s didn’t press charges in those cases. So, when Green and two companions entered the store with baseball bats on the afternoon of November 12, security officers decided to keep an eye on them, said Assistant State’s Attorney Meredith Rudolfi.
When a guard approached the trio in the menswear department, Green threatened him with a bat while a juvenile threatened to beat the agent if he didn’t stop following the group around. The security officer backed away while other Macy’s employees kept an eye on the crew via surveillance cameras.The main perp returned to Macy's one more time. This time Macy's employees called the police. What took them so long?

Winning: Moderna COVID-19 vaccine 94.5 percent effective
President Donald Trump did promise COVID-19 vaccines very soon.

In another promising medical development, the biotechnology company Moderna has announced its COVID-19 vaccine could be up to 94.5% effective.
The news comes a week after Pfizer announced its vaccine could be up to 90% effective based on a similar, early analysis from its Phase 3 trial.
In a release Monday, Moderna said its Phase 3 trial "met statistical criteria with a vaccine efficacy of 94.5%," according to an early analysis of the data that included 95 participants with confirmed cases of COVID-19.

Chicago Mayor Lori Lightfoot faced intense backlash Thursday for her recent round of lockdown orders, which came days after she joined large crowds celebrating Joe Biden's election victory.
Amid national spikes of coronavirus cases, the Windy City's top Democrat announced a 30-day stay-at-home advisory that will take effect Monday.

That makes 49 and with one more very likely win in Alaska, the Senate will end up with 50 Republican seats before the upcoming two Senate runoffs in Georgia. The GOP will probably win both Georgia contests.

Pfizer's experimental COVID-19 vaccine appears to be working. The vaccine was found to be more than 90% effecting, according to clinical results released by the company Monday.That news comes from an interim analysis of a study involving 43,538 volunteers, 42 percent of whom had "diverse backgrounds." Each participant got two injections spaced 21 days apart.The analysis compared the number of cases of COVID-19 among the volunteers getting the vaccine, with an approximately equal sized group of volunteers who got an injection of a liquid that didn't contain the vaccine.In a news release from Pfizer and its partner BioNTech, the company said results from 94 evaluable cases of COVID-19 among study participants indicated the more than 90 percent effective in preventing COVID-19. The Food and Drug Administration set a minimum effectiveness bar at 50%.

Illinois Republicans had a rare good Election Day on Tuesday. The so-called Fair Tax Amendment, which would replace a flat state income tax with graduated rates--failed. The amendment was personally and financially pushed by Gov. J.B. Pritzker, a Chicago Democrat. In the state House of Representatives the GOP will pick up a few seats. And a Democratic Supreme Court justice failed in his retention bid.
After years of trying the state Republican Party was able to point to the real problem in Illinois--Boss Michael Madigan--and find a lot of believers in this argument. Corruption probes are circling Madigan's cronies. And of course Madigan, who has been state House Speaker for 25 of the last 27 years--and state Democratic Party chairman for 23 years--has had his fingers on every Illinois budget for decades. He's the primary reason Illinois is bankrupt-in-all-but-name.
Yesterday, Pritzker, who was the Madigan machine's unofficial choice in the 2018 Democratic gubernatorial primary, called on Madigan to quit his party chairmanship. That's not far enough--Madigan needs to resign or be removed from the speakership too.
But it's a start.
So far only one prominent Illinois Democrat, US Sen. Tammy Duckworth, is calling for Madigan to leave the speakership.
Trump economy: Jobless rate drops to 6.9 percent
Employment growth was better than expected in October and the unemployment rate fell sharply even as the U.S. faces the challenge of surging coronavirus cases and the impact they could have on the nascent economic recovery.
The Labor Department reported Friday that nonfarm payrolls increased by 638,000 and the unemployment rate was at 6.9%. Economists surveyed by Dow Jones had been looking for a payroll gain of 530,000 and an unemployment rate of 7.7% a touch lower than the September level of 7.9%.
October’s gain was just slightly off the September pace of 672,000.
The jobless rate decline was positive as it came with a labor force participation rate that rose 0.3 percentage points to 61.7%. An alternative measure that includes discouraged workers and those holding part-time jobs for economic reasons also declined, to 12.1% from 12.8% a month ago.

Four dead and at least 25 wounded over Halloween weekend in Chicago
Halloween weekend saw more violence in Chicago. Halloween Night, Saturday, was particularly bloody as three people were shot to death within an hour-and-a-half, one on the South Side and two on the West Side.
The weekend's other fatal shooting occurred in a mass shooting on the South Side. Three others were wounded in that one.
Overall there were four people shot to death over the weekend at least 25 others wounded.
