The old luxury car was parked in the ugly, bombed-out shopping strip on Michigan Avenue just south of 111th Street in Chicago's Roseland neighborhood.

I think the car is an oldsmobile.
I would call them "pimp wheels".
The rims are probably worth more than the car. LOL
seeing the center badges on the tail lights makes me think monte carlo
