Chicago's dopey Progressive Caucus doesn't know difference between passing a budget and signing it into law

The Chicago City Council's Progressive Caucus sent a first-year-in-office birthday cake to Governor Bruce Rauner. The Republican reformer is locked in a months-long battle over the 2016 budget with old guard statehouse legislative leaders, Speaker of the House Michael Madigan (D-Chicago) and state Senate President John Cullerton (D-Chicago). The cake reads "Happy Anniversary Gov. Rauner, please pass a budget. Sincerely, the Progressive Caucus."

Ald. Ricardo Munoz (22nd) personally delivered the cake to Rauner's Chicago office.

Here's a much-needed civics lesson for the Progressive Caucus: state legislatures pass budgets, governors sign them into law.

It's easy to see how Chicago's bonds ended up in the junk-rating pile.
