Rahm apologizes for Laquan shooting

This morning Chicago's embattled mayor, Rahm Emanuel, apologized to the City Council for the Laquan McDonald shooting. He was the black teen who was fatally shot 18 times by a Chicago police officer last fall.

"I'm sorry," he said. But is it too little too late for President Obama's former chief of staff?
