Gov. Quinn plans to run as an outsider in 2014--outside the realm of competence?

Illinois' failed governor, Chicago Democrat Pat Quinn, who 495 days ago boasted that he was "put on earth" to fix the state's broken pension system, plans to run for election next year as an outsider, the Chicago Tribune reports.
