ILL-inois: Slow bill payer Quinn says it's OK to procrastinate on income taxes

Governor Pat Quinn's Illinois currently has $5.9 billion in unpaid bills. State vendors that I know say tell me they typically have to wait six months to get paid.

Today the Chicago Democrat said that he procrastinates on filing his personal income taxes but he plans to get them in on time--the deadline of course is April 15.

Oh, in case you are curious, yes, mine have been filed already. State and federal.
