Oakland: Shoppers complain about having to pay 10 cents for plastic bags

While at store in Oakland, a San Francisco Chronicle reporter overheard a shopper complaining about a 10-cent per plastic bag fee now being charged in Alameda County.
"I don't got 10 cents," one customer says loudly, sliding a gallon jug of water and packages of Marie Callender’s TV dinners across the counter. "You charge 10 cents, too?" asks another customer overhearing this conversation. "Damn!"
In just about every other place in the world, customers who buy stuff don't pay for bags. California has to be different.
