Nanny state news: Plastic bag ban taking cue from 8th grader's project

The nanny state is rearing its head in a small town in New England. Utilizing the unlikely inspiration of am 8th-grader's school project, two town councilors in Windham, Maine are considering banning large stores from using plastic bags. If the duo gets their way, shoppers preferring paper bags will also be compelled to pay ten cents per bag.

Small stores--those with retail square footage of less than 2,500--escape The Nanny, but I wouldn't be surprised if the large ones consider leaving Windham.

The student's study--and hey, I don't like picking on a kid--is filled with flawed data. I'm sure she received an 'A' for her efforts and she probably deserved one. But policy and middle school homework assignments don't mix. Besides, there's a reason student councils don't run schools. They're just kids.
