No proof of birth in Oregon? "Here's your birth certificate," says state appellate court

Nicolaza Eusiquio was living in a Portland-area migrant camp six years ago when she gave birth to a son, she claims. Only her cousin was with her. Eusiquio didn't seek medical attention and didn't seek a birth certificate until more than a year later. Oregon's Center for Health Statistics turned down Eusiquio's request because there was no documentation of the birth. She sued. She lost. But in May a state appeals court ordered the state to issue her son a birth certificate.

Did anyone else see mother and baby? No, because as the legal decision explains it, "petitioner rarely left the house because it was winter." Hey, we're talking Oregon here, not Wisconsin.

So why doesn't Oregon issue birth cerficates to everyone?
