The problem with using file photos in news stories

The FBI released its list America's 10 most dangerous cities, which 24/7 Wall Street dutifully reported. In one of it articles about the rankings--which Flint, Michigan topped--there's a file photograph of what my trained eye says is clearly a Chicago street with a Chicago policeman in front of a generous helping of crime scene tape. Okay, the picture isn't captioned as "Chicago," but Rahm-land isn't listed as one of the nation's 10 most dangerous cities.

Sometimes it's better to use no photograph at all.
