Kirk introduces the No State Bailouts resolution

Sen. Mark Kirk (R-IL) introduced a No State Bailouts resolution today. This isn't a instance of the well-off being spiteful, since Kirk's state is possibly most-fiscally ill in the union. Of Illinois, Kirk called its financial health "most dire."
