High-speed rail funding could be a curse

Not so fast there
Because Florida's Rick Scott is the latest governor to turn down federal high-speed rail (which really isn't that fast, by the way) cash, several states, including Illinois, is sharing in that $2 billion windfall.

Or is it a windfall? If ridership is poor, or if the federal government stops funding it, will Illinois, which has a $15 billion deficit, get stuck holding the empty cash bag?

I'm just wondering.

Oh, when the federal government hands out money, it's free. You know that, right?
