Car "safety expert" is a bag of hot air

I'm watching CSPAN 3 and Joan Claybrook, who served in the Jimmy Carter administration, is testifying in front of the House Committee on Oversight and Government Reform about problems with some Toyota cars.

From National Review Online's Planet Gore:

Testifying before Congress this week about Toyota and NHTSA’s alleged dereliction in recalling vehicles with sticky accelerator pedals will be "safety expert" Joan Claybrook of Public Citizen. (My note: She just retired.) As NHTSA administrator in the late 1970s, Claybrook spearheaded a campaign to mandate front-seat air bags, despite industry studies that showed they would kill small children. Sixty-five kids died as a result (Toyota's sticky pedals are alleged to have caused 19 deaths).

A true liberal, Claybrook just told the committee that the National Highway and Transportation Safety Administration "needs a lot more money." For "fixes" like airbags?
