Rep. Kevin McCarthy on California's fiscal mess

Rep. Kevin McCarthy (R-CA), who I met in St. Paul at the Republican National Convention, appeared on Fox News and talked about the disaster knows as California's state government.

McCarthy does not favor a federal bailout of California.
