Cook County Commissioner Mike Quigley has been declared by AP to be the winner in the special election to determine who will serve the remainder of Rahm Emanuel's term in the House of Representatives.
With 86 percent of the precincts reporting in Illinois' Fifth Congressional District, Democrat Quigley has a resounding 70 percent of the vote, Republican Rosanna Pulido trails with 24 percent, and Green Party candidate Matt Reichel is down in the mulch with 7 percent.
