It's been said about President Dwight D. Eisenhower that he did his job so well that it appeared he was doing nothing at all.
When he retired to Gettysburg in 1961, his prediential rankings among historians was near the bottom, he's risen higher ever since.
Clearly "Ike" was doing something well for eight years.
