I can't imagine why you find that in any way significant, because the point being made is: It doesn't take 20,000 workers to build a 1700 mile pipeline in 2 years. The Keystone XL construction creates 20,000 good paying jobs, well, never. The pipeline is 1700 miles long. Will that take 11 workers per each and every mile for 2 years? of course not, that's simply laughable. There may be from 2000-3500 construction jobs, in line with what every other pipeline on the planet has required.
