(Video) Obama repeatedly promised to cut the budget by going "line-by-line" through it

As the office of House Majority Leader Eric Cantor reminds us. President Obama has promised--repeatedly--to go through the federal budget "line-by-line" to eliminate waste and programs that don't work.

Of course Obama never followed through.

Now that time has arrived.
